At the inaugural Africa Real Estate Festival (AREF) 2026 held in Accra, the Minister for Works, Housing and Water Resources, Kenneth Gilbert Adjei, underscored the critical role of the private sector in bridging Ghana's housing deficit. He highlighted that the private sector currently delivers nearly 90% of housing in the country and called for increased investment and innovative delivery models aligned with national housing priorities.

Launch of Africa Real Estate Festival 2026

The two-day AREF 2026 event, themed "Innovation Meets Identity: Designing Africa's Next Living Experience," brought together over 1,500 delegates, including government officials, regulators, private developers, and diaspora investors. Discussions focused on promoting affordable, livable, and resilient housing solutions that reflect cultural identity. The festival also emphasized the importance of local building materials and green construction methods to reduce costs and support sustainability.

Major Housing Reforms Announced

During the festival, Minister Adjei announced several government policies and reforms aimed at transforming the housing sector:
  • National Affordable Housing Programme: Repositioned to support large-scale, mixed-income housing through public-private partnerships.
  • District Housing Programme: Decentralizing housing delivery to ensure every district contributes to reducing the national housing deficit.
  • Rent Act Review: Aimed at improving fairness, strengthening tenant protection, and creating a more stable rental market.
  • Land Administration Reforms: In partnership with the Lands Commission, efforts are underway to streamline land acquisition, strengthen title security, and reduce delays.

Private Sector Initiatives

The private sector's commitment to addressing housing challenges was evident at AREF 2026. Nilex Properties showcased a 19-story oceanfront development, combining technical expertise from Mumbai with a strong team of local Ghanaian architects. Goldkey Properties was recognized for promoting high-quality, Grade-A developments, reflecting confidence in Ghana's economy and urban future.

Regulatory Emphasis on Transparency and Professionalism

The Real Estate Agency Council (REAC) reinforced the need for structural integrity and transparency in the market. Practitioners were reminded of the ban on cash transactions under the Real Estate Agency Act, 2020 (Act 1027), aimed at eliminating fraud and money laundering. The Rent Control Department also highlighted the importance of fairness between landlords and tenants to build sustainable communities.
